- Introduction of the Driver Verification Requirement and Form
Effective March 1, 2009
A driver verification requirement is introduced requiring that when an owner/applicant who is not licensed applies for coverage, a Driver Verification Form, signed by both the owner/applicant, the principal operator and the producer, must be submitted with the application.

- FRAUD CONTAINMENT
In keeping with its commitment to the prevention of auto insurance fraud, AIPSO has added a new web page to its website titled “Fraud Containment.”
This web page provides you with access to information about AIPSO’s Fraud Containment program. It also presents an extensive list of related links to news articles and fraud-fighting organizations that will inform you about various fraud topics, including the latest schemes and trends, the high toll fraud takes on the economy, consumer tips, enforcement actions, and much more.

The Pennsylvania Assigned Risk Plan has been advised that beginning November 23, 2008, the Postal Service is increasing its effort to improve the percentage of deliverable mail by revising the Postal Service’s Move Update standards. This will reduce the number of mail pieces that require forwarding or return.
Producers are asked to pay special attention to the mailing address field when completing new business applications and Policy change request forms (PCR). When a producer changes his address, the Plan must be notified promptly to ensure that records are accurate. Please make sure that the street address is spelled correctly and that the correct street and/or apartment number is provided for both producer and applicant.

The Pennsylvania Assigned Risk Plan (PA ARP or the "Plan") was established pursuant to Subchapter
D of Chapter 17 or Title 75 (75 Pa. C.S., Vehicle Code of the Commonwealth of
Pennsylvania), as amended by Act 6. All insurers writing automobile insurance in
Pennsylvania must participate in the PA ARP by providing such insurance.
All producers holding a valid license to transact automobile insurance business in
Pennsylvania must be certified by the Governing Committee in accordance with the standards
and procedures approved by the Insurance Commissioner prior to submitting applications to
the Plan.
If an applicant has been unable to obtain coverage through the voluntary market, the
applicant must contact a certified producer of record, as described above, for the purpose
of securing insurance through the Pennsylvania Assigned Risk Plan. Applicants may contact
the Plan to verify a producers certification status.
Applicants must declare and certify that they have tried and failed to obtain
automobile insurance in Pennsylvania within the preceding 60 days and have been unable to
obtain such insurance at rates not exceeding those applicable under the Plan.
