Virginia Automobile Insurance Plan

The Virginia Automobile Insurance Plan (VAIP) was created on January 1, 1945, by the State Corporation Commission in order to provide insurance coverage for those people who cannot obtain insurance through the voluntary market. In this capacity, the VAIP ensures that these applicants are shared equitably among all insurers licensed to write auto insurance in Virginia.

Any insurance agent holding a valid Property & Casualty license for the state of Virginia and wishing to write business through VAIP must be certified by the Board of Governors in accordance with the Virginia Plan Producer Certification Program.

Consumers possessing a valid Virginia driver's license and a vehicle registered in Virginia are eligible to be assigned through VAIP. For further information, consumers should consult their agent or broker.

Exclusive Use of Electronic Submission for Commercial Applications - effective 10/1/23 

Beginning October 1, 2023, all commercial applications must be submitted electronically by signing into EASi and choosing the commercial application.

An Auto Dealers Section has been added to the Commercial Truckers Application and this application has been retitled to:   Commercial/Truckers/Auto Dealers Application.  The use of electronic application submission will be more efficient for both producers and the assigned company and will help to reduce application omissions and deficiencies that can currently occur with manual completion of the plain paper applications. Electronic submission of commercial applications has been available for 10+ years and Electronic Submission for private passenger applications has been mandatory since 2011. Producers will continue to print the application and obtain signatures after submitting electronically and then mail to the Plan office with the deposit premium.  Producers will be able to view assignment notices online by signing in to EASi and selecting “View Previous Quotes or Applications.”   There will be a link to the assignment information after the Plan office has made the assignment.      To access the electronic application for both commercial and private passenger applications,  click here.  All producers must be certified to submit Plan applications.
